Within 2.5 km of Clonburris — the point at 53.335, −6.415, between the Grand Canal and the Kildare railway line, taking in Kishoge, Cappagh, Kilcarbery and the edges of Lucan, Clondalkin and Adamstown — the register holds 386 planning applications lodged in the 24 months to 12 September 2026, with 261 of the 299 decided granted, 229 commencement notices, 25 appeals, and 1,171 Property Price Register sales in the last year at a median of €414,000. The granted schemes that state a unit count add up to 1,022 homes in two years, and the RZLT map puts 642 hectares inside the circle. Nowhere else in Dublin is starting as much.

Two names, one scheme

Seven Mills is the name Cairn Homes gave its lands in the Clonburris strategic development zone, and the estate signs, the marketing and the search traffic use it. The register does not. Every application there is an "SDZ Application" to South Dublin County Council under the Clonburris SDZ Planning Scheme 2019, approved by An Bord Pleanála and made under Part IX of the Planning and Development Act 2000. Kilcarbery Grange is different: the 1,034 homes at Kilcarbery, Corkagh Demesne — 578 houses and 456 apartments — were granted directly by the Board as a strategic housing development on 5 December 2019 (SHD3ABP-305267-19), on the council's own land, outside the SDZ.

The distinction matters to a neighbour. Inside the scheme, the council must grant what is consistent with it and, under section 170(3), the decision cannot be appealed; the observation is the only word you get, and it is heard on consistency. On the Kilcarbery SHD there was no council decision to appeal at all — the SHD procedure, ended in 2022, went straight to the Board.

The phases, in the order they were granted

The scheme has been granted in tranches of several hundred homes at a time, each decided in about a month, because consistency with the scheme is the only question. South Dublin granted 569 dwellings in the South West development area on 23 August 2022 (SDZ21A/0022); 294 west of the Ninth Lock Road on 2 May 2023 (SDZ22A/0010); 157 more at Cappagh on 16 May 2023 (SDZ22A/0017); 594 apartments with offices and retail at Cappagh on 31 October 2023 (SDZ22A/0018); 565 dwellings on 13.75 hectares on 11 December 2023 (SDZ23A/0018); 495 at the Kishoge Urban Centre on 17 April 2024 (SDZ23A/0043); 660 at Kishoge South East on 5 August 2025, on a seven-year permission (SDZ24A/0029W); and 233 dwellings west of the Ninth Lock Road on 23 March 2026 (SDZ25A/0019W). Beside the scheme, 385 units at Adamstown were granted on 15 December 2023 (SDZ23A/0004) under that older SDZ.

Read the receipt-to-decision gap on each: three to five weeks. That is what an SDZ does to the eight-week clock, and it is why the decision-times guide treats South Dublin's median with a footnote.

What the 229 commencement notices say

The 229 notices in the circle over 12 months are the highest count at any of our estate points, and most are phase notices covering dozens of homes each rather than the single-extension notices that dominate the south-east of the county. Our reading from matching them: the Kishoge Urban Centre and the South West area are on site; the 660-unit Kishoge South East permission from August 2025 is the one to watch for a notice, and the seven-year duration on it means the council expected a long build. The RZLT map's 642 hectares — 18,079 of South Dublin's plot-by-plot parcels — is the same land seen from the tax side: taxed at 3% until each phase is built and its houses become liable to LPT.

The amendment open now

South Dublin is consulting on a proposed material amendment to the Clonburris SDZ Planning Scheme 2019, with submissions closing on 29 September 2026. An amendment to the scheme is the one place where the argument about heights, unit mix, the school sites and the sequencing of the Kishoge link roads can be had — the individual applications afterwards will be decided on consistency with whatever the amended scheme says. If you live in Lucan, Clondalkin or the first phases of Seven Mills, this consultation is worth more than every observation you will make after it.

The prices

The Property Price Register shows 1,171 sales within the circle in 12 months, by far the most of our three estate points, at a median of €414,000; the volume is the new-build phases completing and selling, and the median sits between the scheme's apartments and its three-bed houses. Can I appeal a planning decision at Clonburris?

Not where the council's decision is consistent with the planning scheme: section 170(3) of the 2000 Act removes the appeal. You can make an observation to the council within five weeks of receipt for €20, and you can make a submission on the scheme amendment open until 29 September 2026.
