Within 2.5 km of Hansfield station — the point at 53.395, −6.445, which takes in Hansfield, Barnwell and Ongar on the Fingal side and Clonee and the eastern edge of Dunboyne on the Meath side — the register holds 283 planning applications lodged in the 24 months to 12 September 2026, with 175 of the 197 decided granted, an 89% rate. There are 88 commencement notices, 25 appeals, 308 hectares on the RZLT map and 78 Property Price Register sales in the last year at a median of €466,000. One application is inside its observation window today. Hansfield is a place where the county line runs through the middle of the register, and the two halves work differently.
The Fingal half: a scheme nearly built
Hansfield was designated a strategic development zone in 2001 and Fingal's planning scheme was approved in 2006, for about 3,000 homes around a new station that opened in 2013. Two decades on, the scheme's residential areas are largely built, and the Fingal applications inside the circle are mostly what a finished estate generates: extensions, the schools, the last infill sites, and retention. Because it is an SDZ, a decision consistent with the scheme cannot be appealed to An Coimisiún Pleanála under section 170(3) of the 2000 Act, which is one reason the appeal count is low for the volume.
Fingal's consultations show the same maturity. The Fingal Safer Schools scheme at Hansfield Educate Together National School on Barnwell Road takes submissions until 15 September 2026, and the N3 M50 to Clonee Bus Priority and Active Travel Scheme consultation, from Snugborough to Clonee, closed on 18 May 2026. Both are on the consultation feed, not the register.
The Meath half: large-scale residential developments
Across the boundary the register is the opposite: a small number of very large applications to Meath County Council under the large-scale residential development procedure that replaced strategic housing developments in 2022. The biggest is a ten-year permission for 810 homes on 21.9 hectares at Station Road and the Old Navan Road, Dunboyne, granted with conditions on 14 April 2025 (Meath 2460709) — the appeal against it (APB-322483-25) was withdrawn. At Castlefarm and Rusk, Clonee, a 209-unit LRD was granted in October 2023 (23849), its appeal also withdrawn, and amendments adding to 211 units were granted on 7 October 2025 (2560854). A 76-unit scheme on Station Road, Dunboyne, granted in February 2025 (2460468), was modified on appeal (ABP-321999-25).
The refusals are on the old village: a 37-unit mixed-use building on the former bookmaker's site on Main Street, Clonee, was refused on 14 August 2023 (221666), and two schemes of five and six large detached houses at Williamstown Stud and Holsteiner Park were refused by the council and again by the Board in 2021. Our reading: Meath grants the master-planned LRD on the edge and refuses the infill in the village, and the pattern has held for five years.
The LRD procedure keeps the council decision and the appeal: a neighbour who made a submission in the five weeks can appeal to the Commission within four weeks of the decision, for €220. Two of the three big Dunboyne appeals were withdrawn, which usually means an agreement on conditions; the appeals guide explains the mechanics.
The station and the RZLT map
The DART+ West railway order, granted in July 2024, electrifies the M3 Parkway line through Hansfield, and the scheme's remaining sites and the Dunboyne LRDs are priced on it. The RZLT map puts 308 hectares in 377 parcels inside the circle, most of it the Meath LRD land and the last Fingal scheme sites — taxed at 3% a year until built, which is the financial clock behind the ten-year permission at Station Road. The 88 commencement notices in 12 months are the Fingal side's extensions and the first Clonee phases; the map's commencements layer places each.
The prices
Seventy-eight sales in 12 months at a median of €466,000 is a low volume for the size of the circle, and it reflects a built estate that turns over slowly rather than one selling new phases; the Dunboyne LRD completions will change the count.
